Barbara Fullmer was named ConocoPhillips Canada’s Vice President, Legal in May 2024.

She leads a team of legal and security professionals that support and advise on legal, compliance and security matters, and she advises on corporate strategy and business planning for the Canada business unit.  

Fullmer joined ConocoPhillips in 2001, providing legal counsel on exploration, production and regulated pipeline matters. Most recently, from 2014 to 2024, she was managing counsel for the Alaska business unit in Anchorage.

Prior to joining the company, Fullmer was a partner in an Alaska law firm with a practice focused on natural resource issues and worked in the State of Alaska Attorney General's Office and the Department of Natural Resources. She also worked as a reservoir/operations engineer for various fields in the United States.

Fullmer earned a Bachelor of Science degree in Engineering from the Colorado School of Mines and a J.D. from the University of Denver.
